Now a 7News Investigation. Turmoil in the City of South Miami. A long-time law enforcement expert asking that the private behavior of the mayor be investigated to determine the naked truth. Investigative reporter Carmel Cafiero with the exclusive.
WSVN -- South Miami Mayor Philip Stoddard led the move to remove the city manager late last week.
Phil Stoddard: "I don't think I heard anything today that I didn't expect to hear."
Hector Mirabile: "They're firing their city manager on the weekend of Veterans Day and I'm a veteran."
Commissioner Valerie Newman who opposed the firing, went after the mayor bringing up an incident that happened at his house.
Valerie Newman: "About him being naked in his room with with two minor girls."
Philip Stoddard: "You are out of order."
Valerie Newman: "It's right here in the police report."
Philip Stoddard: "You are out of order."
Commissioner Newman was trying to talk about a reported burglary at the mayor's home last spring.
Police reports obtained by 7News indicate Stoddard admitted to being naked at the time.
A 16 year old exchange student staying with the mayor, discovered an intruder inside the home early in the morning.
Stoddard said the exchange student and his daughter were sleeping in his bedroom in a makeshift bed because the mayor's parents were in town and using the girl's room.
At the time of the burglary, the parents had left the house to take the mayor's wife to the airport.
The exchange student told police she saw a man in a green mask and, "That she screamed and ran into the bathroom until she heard Stoddard's voice," when she came out of the bathroom, "She noticed that Stoddard was not clothed."
Handwritten police notes about the case provided by commissioner Newman read in part: "The mayor said that he sleeps naked in his nest (bedroom) and that when he heard the screaming he ran outside. He joked and said that maybe his naked body scared the burglar."
The report continues: "The mayor made it a point to mention several times during our conversation that he was naked and that he sleeps naked".
Ken Harms: "If he was presenting himself - naked - in their presence at their ages - I think that's entirely inappropriate."
Former Miami Police Chief Ken Harms has also acted as a special investigator for the City of South Miami.
He is so concerned about Stoddard's behavior at home. He's written this letter to the mayor suggesting, "You should agree to a polygraph to help people decide whether or not you are a sexual predator." Harms says he's sending a copy to the governor and to the state attorney hoping for investigations.
Carmel Cafiero: "So this in your opinion needs to be investigated by an outside agency?"
Ken Harms: "And investigated thoroughly from start to finish."
We've repeatedly requested an on camera interview with the mayor but so far no response. According to the police reports, the exchange student "Didn't allude to any inappropriate behavior by Stoddard. And that she was not offended but, "That she was not used to seeing naked men and stated When I asked her that she did not live like that at home."
No arrests were ever made in the burglary during which the mayor reported close to $6,000 worth of computers and equipment had been taken.
