Parents accused of child neglect attend arraignment

NORTHWEST MIAMI-DADE, Fla. (WSVN) -- The parents of a 9-year-old boy who was found wandering the streets alone appeared before a judge to answer to charges of child neglect.

An arraignment was held Wednesday for Marsee Strong and Edward Bailey, the parents charged with neglect after their son was found naked and malnurished, walking the streets near their home.

Strong and Bailey both have three charges of criminal neglect against them. Strong and Bailey consented to a plea and asked the Department of Children and Families for help. Officials said there is no evidence against the parents that they abused their children, however they do admit that something is not working right inside their home.

Strong and Bailey have four children that are now in the care of DCF. The 9-year-old remains at Jackson Memorial Hospital where he is receiving a lot of medical care. Doctors said the boy is malnourished and underweight for his age and has the mental capacity of a 5-year-old.

Authorities said they have found wounds on Strong and Bailey's children, but they do not believe the parents inflicted them.

Both Strong and Bailey are out on bond and are due back in court on March 7.
