Teens make heart breaking discovery at the beach

JUPITER, Fla. (WSVN) -- A cruel crime involving a dog.

Some friends who were fishing off shore in Jupiter, were shocked to find the floating animal, with its back legs tied up.

Animal officials said they don't know whether the owner of the dog meant to bury it at sea or meant to kill it.

"I don't understand how someone could do something like that," said Taylor Aguirre. "It's a helpless dog and they tie it up and just throw it over and just leave it. Even if the dog was dead that's horrible."

Animal Control officials said they will perform tests to see if the dog, an Akita, was dead before or after it was tied up and placed in the water.
