Familiar foe to challenge US Rep. David Rivera

MIAMI (AP) -- Embattled Congressman David Rivera may soon be facing a familiar foe.

Democrat Joe Garcia told The Miami Herald on Monday he will run against the South Florida Republican.

Garcia lost to Rivera by 10 percentage points two years ago and by 6 percentage points to former Congressman Mario Diaz-Balart in 2008.

Rivera is under investigation by the FBI and IRS over his finances. The Florida Department of Law Enforcement recently closed an investigation, saying Rivera essentially lived off campaign contributions for years. Investigators said ambiguities in state law and a shortened statute of limitations made prosecution impossible. Rivera said he was exonerated.

Garcia once led the Cuban American National Foundation. He will face Gloria Romero Roses in August's primary. She is a Southwest Ranches businesswoman and first-time candidate.
