NYC flash flood plan is in effect
NEW YORK (AP) -- New York City's flash flood plan is in effect.
The plan is designed to ensure a quick, effective and coordinated response if flooding occurs.
It's activated when the forecast calls for one inch of rain over an hour, or when a total of two inches or more of rain is predicted.
The city's Office of Emergency Management also has issued a hazardous travel advisory.
It's in effect through early Saturday morning.
